A message from City of Edmonton District Planning UPE PES

We are pleased to announce the agenda for the May 28, 2024 District Planning Public Hearing is now available. At the public hearing, City Council will consider the proposed District Policy, 15 district plans, and geographic plans to be retired or amended.

To view the final proposed District Policy and plans, including the bylaws and accompanying reports, locate the City Council public hearing date (May 28, 2024) in the Agenda and Minutes section at edmonton.ca/meetings and then select the agenda link to view. Please note that City Council may choose to extend the public hearing over a number of days based on the number of registered speakers.

Register to Speak

When registering to speak, it is recommended that you sign up for the District Policy agenda item, as this is when the overall project and the policy direction for all districts will be discussed. If you wish to speak about the content of a specific district plan(s), you may also register to speak to that specific district plan agenda item(s). The existing geographic plans proposed to be changed or retired have been grouped together by district and will be dealt with as part of their related district plan agenda item.

Speakers for each agenda item will be grouped into panels based on registration order and whether they are speaking in support or non-support. The panels of people in support of an item will speak first, followed by the panels of those in non-support. Each speaker will have up to five minutes.


How to Prepare for the Public Hearing

To help you prepare for the public hearing, we suggest that you: 

  1. Review your proposed District Policy and district plan posted on the May 28, 2024 public hearing agenda (visit edmonton.ca/meetings).

  2. View the proposed existing plans to change or retire posted on the May 28, 2024 public hearing agenda (visit edmonton.ca/meetings).

  3. Read the project’s What We Heard/What We Did Report which explains the public engagement we conducted from October 23, 2023 to December 1, 2023, the feedback received and how that feedback was used to inform final changes to the draft Policy and plans. 

  4. Read the project’s Overview of Changes 2024 document which provides a full summary of both the public feedback, and technical and policy considerations, that informed these final drafts for Council consideration.

Help Spread the Word!

The District Policy and plans will impact how Edmonton and our districts will change over time, so offering Edmontonians the opportunity to learn more about the changes to draft District Plans and participate in the Public Hearing is important. As a key District Planning project stakeholder, we have created the attached District Planning Information and Marketing Package to help you promote the upcoming public hearing with your networks and encourage them to participate or register to speak. The package contains everything you need to know about District Planning as well as materials, such as a poster, postcard and sample social media posts, to help you spread the word.

Next Steps

If City Council approves the first and second reading of the District Policy and plans at the public hearing, the plans will be submitted to the Edmonton Metropolitan Region Board (EMRB) for approval under the Regional Evaluation Framework. This EMRB review will take approximately two months to complete. If EMRB approves the District Policy and district plans, they will return to City Council for a third reading in late-summer-to-early-fall 2024, which will be the final decision on whether district plans are adopted.
